
Dr. Bernard Nikaj
Dr. Bernard Nikaj is a senior governance, public policy and institutional development expert with more than 20 years of professional experience supporting democratic governance, public sector reform, European integration and organisational capacity development. He combines extensive academic expertise with high-level leadership experience, having served as Minister of Trade and Industry, Ambassador and Head of Mission to the European Union and NATO, Deputy Minister, senior government adviser and university lecturer. Working across government, academia and international development, he has supported public institutions, civil society organisations and international partners in strengthening institutional performance, advancing policy reforms and promoting effective governance. His expertise encompasses strategic planning, organisational development, leadership, public administration reform, stakeholder engagement, and the design and delivery of capacity-building programmes. Building on his contribution to the EU Civil Resilience Mechanism (EU CRM) Phase I, where he designed and delivered a comprehensive capacity-building programme for civil society organisations, he continues to support organisational development, governance, strategic planning, advocacy, project management and institutional resilience. He combines strategic policy expertise with extensive experience in adult learning, mentoring and organisational development, translating knowledge into practical solutions that strengthen leadership, enhance institutional performance and build resilient organisations capable of delivering sustainable results.
